"THE PIVOT TO THE PACIFIC HAS BEEN OCCURRING FOR SOME YEARS IN THE SURFACE FORCE, AND WE'RE AT ABOUT 56% OR SO OF THE SURFACE FORCES THAT ARE GOING TO BE SHIFTED TO THE PACIFIC HAVE ALREADY DONE SO. AND I THINK IN ABOUT THREE YEARS, WE'LL BE UP TO THE MANDATED 60% OF THE SURFACE FORCES WILL BE BASED IN THE PACIFIC, EITHER IN SAN DIEGO, PEARL HARBOR, EVERETT OR JAPAN."
