A state of emergency includes events such as earthquakes, fires, floods, riots, or other disasters-- disasters that are either natural or man-made. So the classic example was the 1992 LA riots. As the riots were breaking out, people started barging into stores and grabbing, and stealing everything from food, to clothes, to TV sets. In fact, as a former LA County Deputy DA, I actually prosecuted some of these cases.
