In 18 52 he emerged as a dark horse candidate and unexpectedly won the election. As president, he supported a bill opening the territories of Kansas and Nebraska to slavery, even though earlier legislation had banned slavery there. Violence broke out between pro and anti slavery forces. Pierce did not use his power to stop it. Theo area became known as Bleeding Kansas, and Pierce became known as one of the country's least effective presidents.
